Release - Windows Notepad Parser v1.0.4

Releasing Version 1.0.4 of Windows Notepad Parser https://github.com/ogmini/Notepad-State-Library/releases/tag/v1.0.4. This is a bug/security fix release.

Changes:

• Changed handling of output directory checks. The directory will now be created if it doesn’t exist and output a warning.
• Corrected handling of NULL Timestamp. Should now be blank in the csv files.
• Updated libraries/packages for security fixes.
